Countries set climate goals to seize opportunities for green development

With the COVID-19 pandemic raging and the world in desperate need of a green recovery, many countries regard carbon neutrality as an opportunity to seize the lead in economic development in a new round of technological revolution. About 140 countries around the world have pledged to achieve carbon neutrality by around 2050, accounting for more than 70% of global carbon dioxide emissions. In September 2020, China announced that it would strive to reach the peak before 2030 and strive to achieve carbon neutrality before 2060. In July this year, China's special envoy for climate change Xie Zhenhua said that China is formulating a timetable and roadmap for carbon peaking and carbon neutrality, and relevant top-level design policies will be released one after another.

How can social organizations support carbon neutrality?

Social organizations play a unique and important role in national and social governance because of their non-profit nature and flexibility. What role will social organizations play in the process of countries around the world implementing climate goals such as carbon neutrality?

Social organizations are composed of a large number of non-governmental institutions with widely varying positions, resources, capabilities and degrees of specialization. Social organizations actively unite governments, think tanks, enterprises, communities and other stakeholders to coordinate and promote the realization of carbon neutrality and response to climate change. Social organizations promote the government or the international community to include issues such as carbon neutrality in the policy agenda by conducting research, providing independent information, holding meetings, calling for consensus, and cooperating with the government to implement pilot projects. Social organizations promote companies to actively achieve carbon neutrality through information disclosure, development of global standards for greenhouse gas accounting, reporting and auditing, and support for companies to measure, manage and report greenhouse gas emissions. Social organizations support and empower communities to respond to climate change by working with partners to design and implement local and community carbon neutrality pilots and raising public awareness of carbon neutrality and other issues.

What carbon neutral solutions are proposed by international NGOs?

WRI empowers all parties to adapt to climate impacts and build a zero-carbon future. The World Resources Institute (WRI) is the world's leading environmental think tank. WRI cooperates with governments, enterprises, social organizations and other parties to study and evaluate the technical, economic and social benefits of climate action; cooperates with governments to design projects to address climate change; supports the formulation of international climate policies such as the Paris Agreement to promote climate solutions ; Support enterprises, local governments, etc. in setting emission reduction and adaptation goals; develop tools to track the progress of the global response to the climate crisis and provide information for high-quality decision-making.

In the 1980s, research NGOs such as WRI actively promoted the inclusion of climate change on the international policy agenda. WRI's Climate Watch database provides high-quality data related to countries' long-term climate strategies and greenhouse gas emissions. In 2004, WRI collaborated with the World Business Council for Sustainable Development (WBCSD) to launch the Greenhouse Gas Protocol (GHGP), which became a global standard for measuring and managing greenhouse gas emissions. In June this year, WRI hosted the "Vision 2050: Accelerating Carbon Neutrality" Yangtze River Delta International Forum, drawing on the advanced experience of Nordic countries to provide suggestions for carbon peaking and carbon neutrality in the Yangtze River Delta region.

WWF translates Paris Agreement commitments into concrete action. The World Wildlife Fund (WWF) is one of the world's largest natural environment protection organizations. WWF works with communities, governments and stakeholders to prepare for the impacts of climate change; works with central and local governments, and businesses to translate Paris Agreement commitments into concrete actions; and reduces deforestation to increase resilience to global warming. buffer; and develop relevant initiatives to promote sustainable action.

In 2008, WWF launched the China Low-Carbon Demonstration City Project, supporting pilot cities to take the lead in reaching peak and near-zero emission demonstration zones, and extending successful experiences to more cities. In 2015, WWF, the Center for Global Environmental Information (CDP), WRI and the United Nations Global Compact (UNGC) jointly launched the Science-Based Targets Initiative (SBTi) to help companies set scientific carbon emission reduction targets and encourage more companies to set scientific targets. Science-based carbon emission reduction targets to effectively achieve carbon neutrality and combat climate change.

How do Chinese social organizations support carbon neutrality?

Chinese social organizations promote the goal of carbon neutrality and combat climate change. As the capabilities and influence of China's social organizations improve, local social organizations actively provide advice and suggestions for China's climate policies, carry out capacity building, and enhance public awareness. Some local social organizations are involved in international advocacy and South-South cooperation in the climate field.

The Chinese Civil Society Climate Change Project, launched in 2008, is the first step for Chinese social organizations to participate in addressing climate change. The Green Innovation Institute carries out communication on climate issues and promotes public awareness of climate issues. Qianhe Community Foundation collaborates with research institutions to assess the impact of climate change on the Pearl River Delta region and explore and implement community action plans to address climate change. Social organizations are also actively involved in international advocacy and South-South cooperation in the climate field. In 2018, 10 Chinese social organizations and research institutions jointly launched the "Global Action on Climate Change" at the California Global Climate Action Summit to support the Chinese government's international commitments to address climate change and call on all sectors of the world to actively participate in actions to address climate change. The Global Environment Institute carries out projects such as photovoltaic planning in Southeast and South Asia to support developing countries in combating climate change.
