funding, significant improvements in poverty and inequality have not been achieved. The report points out that the number of people living in extreme poverty is currently<\/span><span style=\"font-weight: 400;\">7<\/span><span style=\"font-weight: 400;\">100 million people, according to current trends,<\/span><span style=\"font-weight: 400;\">2030<\/span><span style=\"font-weight: 400;\">There will still be<\/span><span style=\"font-weight: 400;\">7%<\/span><span style=\"font-weight: 400;\">population (approx.<\/span><span style=\"font-weight: 400;\">5.75<\/span><span style=\"font-weight: 400;\">billion people live in extreme poverty, while climate change is expected to cause an additional<\/span><span style=\"font-weight: 400;\">1.32<\/span><span style=\"font-weight: 400;\">This situation has forced the international community to refocus on the goals of poverty eradication and reducing inequality.<\/span><span style=\"font-weight: 400;\">2023<\/span><span style=\"font-weight: 400;\">Year<\/span><span style=\"font-weight: 400;\">,OECD<\/span><span style=\"font-weight: 400;\">Council of Ministers<\/span><span style=\"font-weight: 400;\">Reaffirming commitment to the Sustainable Development Goals<\/span><span style=\"font-weight: 400;\">,in particular<\/span><span style=\"font-weight: 400;\">sustainable development goals<\/span><span style=\"font-weight: 400;\">1<\/span><span style=\"font-weight: 400;\">1<\/span><span Survey results<\/span><span style=\"font-weight: 400;\">show<\/span><span style=\"font-weight: 400;\">, member states generally regard reducing poverty and inequality as the core of their development cooperation policies<\/span><span style=\"font-weight: 400;\">Target<\/span><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\">24<\/span><span style=\"font-weight: 400;\">of the member countries<\/span><span style=\"font-weight: 400;\">have<\/span><span style=\"font-weight: 400;\">19<\/span><span style=\"font-weight: 400;\">indivual<\/span><span style=\"font-weight: 400;\">The country will<\/span><span style=\"font-weight: 400;\">Reducing poverty and inequality<\/span><span style=\"font-weight: 400;\">Relevant commitments included<\/span><span style=\"font-weight: 400;\">Policies and laws.<\/span><span style=\"font-weight: 400;\">However, most member states do not monitor the actual use of ODA in poverty and inequality, nor do they have a common methodology to guide the allocation of ODA.<\/span><strong><span style=\"font-weight: 400;\"><b>Common methods for measuring official development assistance (ODA) contributions to poverty and inequality,<\/b><\/span><\/strong><span style=\"font-weight: 400;\">including official development assistance flows to the least developed countries (<\/span><span style=\"font-weight: 400;\">LDCs<\/span><span style=\"font-weight: 400;\">) ratio, national project aid (<\/span><span style=\"font-weight: 400;\">CPA<\/span><span style=\"font-weight: 400;\">) in different income countries, and the proportion of official development assistance flowing into basic education, health and hygiene, water supply, basic social services, developmental food aid and other poverty reduction indicators of the Sustainable Development Goals (<\/span><span style=\"font-weight: 400;\">SDG1.a.1<\/span><span style=\"font-weight: 400;\">The report believes that the existing measurement indicators lack systematicity and cannot fully reveal whether official development assistance really reaches the regions and people who need support most.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To make up for the limitations of existing measurement methods, the report proposes a more detailed and systematic indicator system (focusing on multiple dimensions, including per capita official development assistance of countries with different income levels, areas related to poverty reduction and inequality, climate change, and local investment in various countries) to more comprehensively assess the investment and effect of official development assistance in reducing poverty and inequality. The analysis results are as follows:<\/span><\/p>\n<p><strong><span style=\"font-weight: 400;\"><b>Per capita ODA allocations to the extremely poor have fallen.<\/b><\/span><\/strong><span style=\"font-weight: 400;\">Data shows that<\/span><span style=\"font-weight: 400;\">2022<\/span><span style=\"font-weight: 400;\">Year<\/span><span style=\"font-weight: 400;\">Above average<\/span><span style=\"font-weight: 400;\">Income countries<\/span><span style=\"font-weight: 400;\">\uff08<\/span><span style=\"font-weight: 400;\">UMICs<\/span><span style=\"font-weight: 400;\">)<\/span><span style=\"font-weight: 400;\">Extremely poor people<\/span><span style=\"font-weight: 400;\">per capita<\/span><span style=\"font-weight: 400;\">The least developed countries (LDCs) receive the most official development assistance<\/span><span style=\"font-weight: 400;\">LDCs<\/span><span style=\"font-weight: 400;\">) Extremely poor people<\/span><span style=\"font-weight: 400;\">per capita<\/span><span style=\"font-weight: 400;\">Official development assistance<\/span><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\">times, and<\/span><span style=\"font-weight: 400;\">Lower middle income<\/span><span style=\"font-weight: 400;\">nation(<\/span><span style=\"font-weight: 400;\">LMICs<\/span><span style=\"font-weight: 400;\">) Extremely poor people<\/span><span style=\"font-weight: 400;\">per capita<\/span><span style=\"font-weight: 400;\">Official development assistance is also higher than<\/span><span style=\"font-weight: 400;\">Least Developed Countries (<\/span><span style=\"font-weight: 400;\">LDCs<\/span><span style=\"font-weight: 400;\">)<\/span><span style=\"font-weight: 400;\">High<\/span><span style=\"font-weight: 400;\">1.3<\/span><span style=\"font-weight: 400;\">times. This trend is consistent with<\/span><span style=\"font-weight: 400;\">2012<\/span><span style=\"font-weight: 400;\">In stark contrast,<\/span><span style=\"font-weight: 400;\">Least Developed Countries<\/span><span style=\"font-weight: 400;\">per capita official development assistance for the extremely poor is higher than<\/span><span style=\"font-weight: 400;\">Lower middle-income countries<\/span><span style=\"font-weight: 400;\">and<\/span><span style=\"font-weight: 400;\">Upper middle-income countries<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This distribution shift is mainly caused by two reasons:<\/span><strong><span style=\"font-weight: 400;\"><b>First,<\/b><\/span><\/strong><strong><span style=\"font-weight: 400;\"><b>Prioritization of crisis response.<\/b><\/span><\/strong><span style=\"font-weight: 400;\">2022<\/span><span style=\"font-weight: 400;\">Ukraine (<\/span><span style=\"font-weight: 400;\">Lower middle-income countries<\/span><span style=\"font-weight: 400;\">) received a large amount of official development assistance due to the war, breaking the traditional aid pattern.<\/span><strong><span style=\"font-weight: 400;\"><b>Second,<\/b><\/span><\/strong><strong><span style=\"font-weight: 400;\"><b>The differences in the impact of the epidemic.<\/b><\/span><\/strong><span style=\"font-weight: 400;\">COVID-19<\/span><span style=\"font-weight: 400;\">epidemic<\/span><span style=\"font-weight: 400;\">Of<\/span><span style=\"font-weight: 400;\">back<\/span><span style=\"font-weight: 400;\">, the least developed countries<\/span><span style=\"font-weight: 400;\">of the population living in extreme poverty has style=\"font-weight: 400;\">but<\/span><span style=\"font-weight: 400;\">Respectively reduced<\/span><span style=\"font-weight: 400;\">31%<\/span><span style=\"font-weight: 400;\">and<\/span><span However, this process faces many challenges.<\/span><span style=\"font-weight: 400;\">First,<\/span><span style=\"font-weight: 400;\">Developing countries are underrepresented<\/span><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\">Developing countries have limited decision-making power in climate funds and find it difficult to dominate resource allocation.<\/span><span style=\"font-weight: 400;\">Second,<\/span><span style=\"font-weight: 400;\">Lack of direct execution capabilities<\/span><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\">Despite the establishment of the Green Climate Fund<\/span><span style=\"font-weight: 400;\">Time commitment<\/span><span style=\"font-weight: 400;\">Promote direct funding to developing country institutions, but<\/span><span style=\"font-weight: 400;\">2016<\/span><span style=\"font-weight: 400;\">to<\/span><span style=\"font-weight: 400;\">2021<\/span><span style=\"font-weight: 400;\">During the years,<\/span><span style=\"font-weight: 400;\">Green Climate Fund<\/span><span style=\"font-weight: 400;\">only<\/span><span style=\"font-weight: 400;\">have<\/span><span style=\"font-weight: 400;\">14%<\/span><span style=\"font-weight: 400;\">of<\/span><span style=\"font-weight: 400;\">Funding goes directly to developing countries<\/span><span style=\"font-weight: 400;\">of<\/span><span style=\"font-weight: 400;\">Agency; Adaptation Fund<\/span><span style=\"font-weight: 400;\">The ratio<\/span><span style=\"font-weight: 400;\">for<\/span><span style=\"font-weight: 400;\">13%<\/span><span style=\"font-weight: 400;\">, while the Global Environment Fund and Climate Investment Funds have<\/span><span style=\"font-weight: 400;\">0%<\/span><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\">Third,<\/span><span style=\"font-weight: 400;\">Recipient countries<\/span><span style=\"font-weight: 400;\">Possess practical application ability<\/span><span style=\"font-weight: 400;\">mechanism<\/span><span style=\"font-weight: 400;\">Quantities are limited.<\/span><span style=\"font-weight: 400;\">exist<\/span><span style=\"font-weight: 400;\">62<\/span><span style=\"font-weight: 400;\">indivual<\/span><span style=\"font-weight: 400;\">Application<\/span><span style=\"font-weight: 400;\">Among developing country institutions, only<\/span><span style=\"font-weight: 400;\">20<\/span><span style=\"font-weight: 400;\">Institutions<\/span><span style=\"font-weight: 400;\">success<\/span><span style=\"font-weight: 400;\">Obtained the qualification for project implementation.<\/span><\/p>\n<h3><span style=\"color: #0000ff;\"><strong><b>Tackling poverty and inequality through green transformation<\/b><\/strong><\/span><\/h3>\n<p><span style=\"font-weight: 400;\">The report points out that<\/span><span style=\"font-weight: 400;\">Rising poverty, inequality and climate change<\/span><span style=\"font-weight: 400;\">Intertwined and intensifying<\/span><span style=\"font-weight: 400;\">, providing an opportunity for international development actors<\/span><span style=\"font-weight: 400;\">\u2014\u2014<\/span><span style=\"font-weight: 400;\">Putting people at the heart of the green transformation while advancing action to reduce poverty, promote equality and address climate change, and<\/span><span style=\"font-weight: 400;\">As far as possible<\/span><span style=\"font-weight: 400;\">Synergistic effect.<\/span><span style=\"font-weight: 400;\">To encourage development cooperation providers to support a fair green transition, benefit the poor and the most vulnerable groups, and achieve the goals of poverty reduction and narrowing inequality, the report puts forward three specific recommendations:<\/span><\/p>\n<p><strong><span style=\"font-weight: 400;\"><b>First,<\/b><\/span><\/strong><strong><span style=\"font-weight: 400;\"><b>Strengthening poverty reduction<\/b><\/span><\/strong><strong><span style=\"font-weight: 400;\"><b>and reduce inequality<\/b><\/span><\/strong><strong><span style=\"font-weight: 400;\"><b>mission<\/b><\/span><\/strong><strong><span style=\"font-weight: 400;\"><b>, committed to eliminating poverty and reducing inequality through precise targeting, clear standards and improved toolkits.<\/b><\/span><\/strong><span style=\"font-weight: 400;\">Specific recommendations for action include: Institutions should reaffirm their commitment to eliminating monetary and multidimensional poverty,<\/span><span style=\"font-weight: 400;\">As we address climate change and other priorities,<\/span><span style=\"font-weight: 400;\">Bundle<\/span><span style=\"font-weight: 400;\">Reducing poverty and inequality as a core mission<\/span><span style=\"font-weight: 400;\">; Systematically integrate poverty and inequality perspectives into development cooperation, clarify the allocation principles of official development assistance, coordinate financing targets, and ensure that financial support is consistent with policy needs to eliminate poverty and reduce inequality.<\/span><span style=\"font-weight: 400;\">pass<\/span><span style=\"font-weight: 400;\">Establish clear standards, guidelines and measures<\/span><span style=\"font-weight: 400;\">,<\/span><span style=\"font-weight: 400;\">Ensure accurate coverage<\/span><span style=\"font-weight: 400;\">The poorest and most vulnerable countries and groups.<\/span><span style=\"font-weight: 400;\">At the same time, research and evaluation will be carried out to ensure that negative spillover effects are mitigated as much as possible in the implementation of poverty reduction, inequality reduction policies and green transformation.<\/span><\/p>\n<p><strong><span style=\"font-weight: 400;\"><b>Second, increase the official development assistance budget, strengthen the coordination between development and climate finance, and improve the accessibility and effectiveness of financing.<\/b>.<\/span><\/strong><span style=\"font-weight: 400;\">Specific action recommendations include: Member States must fulfill their obligation to<\/span><span style=\"font-weight: 400;\">0.7%<\/span><span style=\"font-weight: 400;\">As<\/span><span style=\"font-weight: 400;\">official development assistance<\/span><span style=\"font-weight: 400;\">international commitments and increase the proportion of funding targeting poverty and inequality in the overall budget<\/span><strong><span style=\"font-weight: 400;\">;<\/span><\/strong><span style=\"font-weight: 400;\">Reduce developing countries<\/span><span style=\"font-weight: 400;\">Restrictions on access to funds<\/span><span style=\"font-weight: 400;\">,like<\/span><span style=\"font-weight: 400;\">Eliminate co-financing requirements, enhance project planning capabilities, and simplify funding application processes<\/span><span style=\"font-weight: 400;\">;<\/span><span style=\"font-weight: 400;\">Improving access to and delivery of climate funds<\/span><span style=\"font-weight: 400;\">,<\/span><span style=\"font-weight: 400;\">Reduce fragmentation and duplication of development finance and ensure funds are used more efficiently<\/span><span style=\"font-weight: 400;\">touch<\/span><span style=\"font-weight: 400;\">Regions that need support<\/span><span style=\"font-weight: 400;\">; expand loan guarantees for clean energy projects, promote regional cooperation, provide technical assistance, and enhance the renewable energy development capabilities of partner countries;<\/span><span style=\"font-weight: 400;\">Nationally determined contributions serve as a strategic tool to link climate action and development goals, supporting<\/span><span style=\"font-weight: 400;\">host country<\/span><span style=\"font-weight: 400;\">exist<\/span><span style=\"font-weight: 400;\">Prepare new<\/span><span style=\"font-weight: 400;\">One round<\/span><span style=\"font-weight: 400;\">Nationally Determined Contributions<\/span><span style=\"font-weight: 400;\">plan<\/span><span style=\"font-weight: 400;\">hour<\/span><span style=\"font-weight: 400;\">Integrate a poverty and inequality perspective to ensure that climate action takes social equity into account.<\/span><\/p>\n<p><strong><span style=\"font-weight: 400;\"><b>Third,<\/b><\/span><\/strong><strong><span style=\"font-weight: 400;\"><b>Advocating for an inclusive and rights-based green transition<\/b><\/span><\/strong><strong><span style=\"font-weight: 400;\"><b>, improve public acceptance of green transformation and enhance the resilience and sustainability of the transformation.<\/b><\/span><\/strong><span style=\"font-weight: 400;\">Specific action recommendations include: establishing inclusive partnerships, strengthening the broad participation of local communities in the implementation of green transformation projects, and supporting community capacity building; monitoring environmental impacts and conducting gender analysis in nationally determined contribution plans and energy transformation projects;<\/span><span style=\"font-weight: 400;\">Comply with international laws, standards and recommendations, such as<\/span><span style=\"font-weight: 400;\">OECD<\/span><span style=\"font-weight: 400;\">Code of Responsible Business Conduct,<\/span><span style=\"font-weight: 400;\">make sure<\/span><span style=\"font-weight: 400;\">Partnerships and<\/span><span style=\"font-weight: 400;\">fund<\/span><span style=\"font-weight: 400;\">Medium protection<\/span><span style=\"font-weight: 400;\">Related<\/span><span style=\"font-weight: 400;\">rights and interests<\/span><span style=\"font-weight: 400;\">;<\/span><span style=\"font-weight: 400;\">Integrate global climate justice considerations into national development strategies and mechanisms,<\/span><span style=\"font-weight: 400;\">positive<\/span><span style=\"font-weight: 400;\">Managing climate action may<\/span><span style=\"font-weight: 400;\">bring<\/span><span style=\"font-weight: 400;\">negative cross-border impacts.<\/span><\/p>\n<h3><span style=\"color: #0000ff;\"><strong><b>Thinking: The challenge of turning the report&#039;s recommendations into action<\/b><\/strong><\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Although poverty and inequality have long been discussed on the global development agenda, this is by no means<\/span><span style=\"font-weight: 400;\">&quot;It is not a commonplace, but a key bottleneck for sustainable development of the global economy, society and environment. The report puts forward a series of specific recommendations, including how to optimize the allocation of official development assistance funds and how to make climate finance more effectively benefit the most vulnerable countries and people. However<\/span><span style=\"font-weight: 400;\">OECD<\/span><span style=\"font-weight: 400;\">The real test for the United Nations and other international development partners is how to translate these recommendations into practical action.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although the total amount of official development assistance has maintained a steady growth in recent years, the increase is far less than the actual demand.<\/span><span style=\"font-weight: 400;\">OECD<\/span><span style=\"font-weight: 400;\">The economic weakness of the member countries makes it difficult for most countries to fulfill their<\/span><span style=\"font-weight: 400;\">GNI<\/span><span style=\"font-weight: 400;\">of<\/span><span style=\"font-weight: 400;\">0.7%<\/span><span style=\"font-weight: 400;\">International commitments for development aid. With limited resources, donors often need to make trade-offs among multiple priorities, which can weaken financial support and policy attention to areas of poverty and inequality.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Official development assistance (ODA) is not only a key resource for development cooperation, but has also long been part of the foreign policy tools of donor countries, serving their political, economic or geostrategic interests. To maintain ODA&#039;s focus on poverty and inequality, it is necessary to re-examine its institutional design, accurately balance crisis response and long-term development needs, and ensure that aid is effectively targeted at key areas, countries and groups.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There is still much room for improvement in climate finance in promoting adaptation investment and coordinating with poverty reduction and inequality reduction strategies.<\/span><span style=\"font-weight: 400;\">Climate Fund<\/span><span style=\"font-weight: 400;\">Make systemic changes from allocation to execution mode to better<\/span><span style=\"font-weight: 400;\">land<\/span><span style=\"font-weight: 400;\">Meeting the actual needs of partner countries. However, this cannot be achieved overnight and needs to be achieved gradually through continuous dialogue and joint efforts among donor countries, development implementation agencies, Southern countries and civil society.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is worth noting that this edition of the report includes opinion articles from experts from South-South cooperation countries such as China, Brazil, Indonesia, and Bangladesh.
